HB 149-CONTROLLED SUBSTANCES 4:05:00 PM CHAIR COGHILL announced that the only order of business would be HOUSE BILL NO. 149, "An Act relating to further regulation of the sale, possession, and delivery of certain chemicals and precursors used in the manufacture of methamphetamine." [Before the committee were CSHB 149(FIN)am and SCS CSHB 149(FIN)am S(ct rule fld S).] 4:05:47 PM CHAIR COGHILL moved that the committee accept the House version, CSHB 149(FIN)am. SENATOR BUNDE objected. A roll call vote was taken. Representatives Coghill, Stoltze, and Crawford and Senator French voted in favor of accepting CSHB 149(FIN)am. Senators Seekins and Bunde voted against it. Therefore, CSHB 149(FIN)am failed to be adopted by a vote of 4- 2. [Please note that a majority of the membership of the committee from each house must be in agreement in order to take action in a Conference Committee.] 4:06:45 PM SENATOR SEEKINS moved that the committee accept the Senate version, SCS CSHB 149(FIN)am S(ct rule fld S). A roll call vote was taken. Senators Seekins, Bunde, and French voted in favor of accepting SCS CSHB 149(FIN)am S(ct rule fld S). Representatives Coghill, Stoltze, and Crawford voted against it. Therefore, the SCS CSHB 149(FIN)am S(ct rule fld S) failed to be adopted by a vote of 3-3. [Please note that a majority of the membership of the committee from each house must be in agreement in order to take action in a Conference Committee.] 4:07:24 PM The committee took a brief at-ease. 4:07:45 PM CHAIR COGHILL informed the committee that he intended to request limited powers of free conference so that the committee can consider amendments that have been presented to him. He noted that he is in receipt of a conceptual amendment, which he recommended be clearly stated. 4:08:34 PM SENATOR BUNDE moved that the committee request powers of limited free conference from the presiding officers. There being no objection, it was so ordered. 4:09:35 PM SENATOR SEEKINS noted his agreement that any conceptual amendments should be clearly stated.
